Decision and Implementation: “A Meeting of the Supervisory Board Was Held at Fergana State University”
Today, the first meeting of the Supervisory Board of Fergana State University for the current year was held. The agenda included the following key issues: review of the implementation of the university’s 2023 business plan in terms of income and expenses, and approval of the business plan for 2024; amendments to the university’s organizational structure and approval of the staff schedule for 2024, funded by tuition fees and non-budgetary resources; approval of regulations and programs aimed at further enhancing the university’s image in the international education arena and attracting foreign applicants and students to use the university’s educational services.

SUPERVISORY BOARD MEETING AT FERGANA STATE UNIVERSITY
As you know, according to the Decree of the President of the Republic of Uzbekistan “On Measures to Grant Financial Independence to State Higher Education Institutions,” the main powers of the Supervisory Boards in financially independent state universities have been defined. According to the decree, from January 1, 2022, in financially independent state universities, boards of trustees were abolished, and Supervisory Boards were established, with at least 70% of their composition including representatives from relevant ministries, agencies, workforce employers, public representatives, and sponsors. It is also stipulated that the composition of the Supervisory Board is approved by the relevant ministry (agency), the rector of a financially independent state university is appointed and dismissed by the Supervisory Board, and the Board has the right to transfer its powers to the University Council or assume the powers that fall under the University Council. On this basis, today the Supervisory Board meeting of Fergana State University was held. The meeting was attended online by Komiljon Karimov, First Deputy Minister of Higher and Secondary Specialized Education and Chairman of the Supervisory Board. In his opening remarks, he highlighted the Presidential Decrees on additional measures to ensure academic and administrative autonomy of state universities, as well as the provision of financial independence. During the meeting, the agenda included approval of the Regulations of the FSU Supervisory Board, its work plan, the Board’s regulations, and the composition of the working group for developing the university’s long-term and medium-term strategic development program. Members of the Fergana State University Supervisory Board also thoroughly discussed a number of key issues, including the university’s business plan, income and expenditure parameters, organizational structure and staffing schedule, as well as other organizational matters.

SUPERVISORY BOARD MEETING AT FERGANA STATE UNIVERSITY
A meeting of the Supervisory Board of Fergana State University was held. The agenda included the following key issues: approval of the working group responsible for developing criteria for evaluating the performance of the university’s leadership, staff, and faculty; approval of the university’s long-term strategic development program for the next five years; determination of admission parameters for tuition-based education by fields of study, specialties, and majors, opening new programs and specialties based on labor market needs, and specifying the language and form of instruction; approval of the procedure for using funds from the university’s non-budgetary development fund, including the allocation of expenditure shares. The meeting was chaired by Komiljon Hamidovich Karimov, First Deputy Minister of Higher and Secondary Specialized Education of the Republic of Uzbekistan. During the meeting, board members reviewed and approved amendments to the university’s 2022 strategic plan, income and expenditure estimates, set tuition fees for domestic and foreign students based on the demand for educational services, approved procedures for extending payment deadlines, established additional allowances for managers and staff, transferred certain powers of the Supervisory Board to the University Council, and made changes to the composition of the Supervisory Board. Additionally, the agenda included detailed discussions on the approval of the working group for developing procedures for hiring, dismissing, and internal rotation of pedagogical and other staff, as well as improving the activities of the Postgraduate Education Institute.

Farg’ona davlat universitetida ushbu Kengashning navbatdagi 3-sonli yig’ilishi bo‘lib o‘tdi
Ma’lumki, 2022-yil 1-yanvardan boshlab moliyaviy mustaqillik berilgan davlat oliy ta’lim muassasalarida vasiylik kengashlari tugatilib, tarkibining kamida 70 foizi tegishli vazirlik, idoralar, kadrlar buyurtmachilari, jamoatchilik vakillari va homiylardan iborat bo‘lgan yuridik shaxs maqomisiz oliy ta’lim muassasalarining Kuzatuv kengashlari tashkil etilgan va ular o'z faoliyatini olib bormoqda. Xususan, Farg’ona davlat universitetida ushbu Kengashning navbatdagi 3-sonli yig’ilishi bo‘lib o‘tdi. Yig‘ilishda Oliy va o‘rta maxsus ta’lim vazirining birinchi o‘rinbosari, Kuzatuv Kengashi raisi Karimov Komiljon Hamidovich onlayn tarzda ishtirok etar ekan, kun tartibida belgilangan har bir masalaga alohida yondoshib, o’z mulohazalarinin bildirib o’tdi. Xususan, Oʼzbekiston Respublikasi Prezidentining 2022-yil15-iyundagi “Davlat oliy taʼlim muassasalariga oʼqishga qabul qilish jarayonlarini tashkil etish toʼgʼrisida”gi Qarori hamda “2022/2023 oʼquv yili uchun davlat oliy taʼlim muassasalariga oʼqishga qabul qilishning davlat buyurtmasi parametrlari toʼgʼrisida”gi 60-sonli Farmoyishiga koʼra Fargʼona davlat universitetida yangi ochilgan bakalavriat taʼlim yoʼnalishlarini fakultetlar hamda kafedralarga muvofiqlashtirish maqsadida tashkiliy tuzilmas va shtatlar jadvaliga oʼzgartirish kiritish, Oʼzbekiston Respublikasi Vazirlar Mahkamasi huzuridagi Taʼlim sifatini nazorat qilish Davlat inspektsiyasining 2022-yilning mart oyida Fargʼona davlat universitetini oʼrganish natijalarida belgilangan vazifalardan kelib chiqib, universitetning sirtqi boʼlimini alohida fakultetlarga aylantirish hamda sirtqi taʼlim shakli boʼyicha prorektor lavozimini joriy etish, Universitet rahbar va xodimlari hamda professor-oʼqituvchilari faoliyatiga baho berish, ular faoliyatining samaradorligini baholash mezonlarini (KPI) tasdiqlash, Pedagog va boshqa xodimlarni ishga qabul qilish, ishdan ozod etish va ichki rotatsiyasiga oid tartibni tasdiqlash hamda boshqa tashkiliy masalalar Kengash a’zolari muhokamasida bo’ldi. Yig’ilish so’ngida kun tartibidagi masalalar bo’yicha Kengash tegishli qarorlar qabul qildi.
